It was the cyclist without the bell who almost hit me from behind, actually, and bells on bikes are required by law. I asked them for an official complaint in writing so I can start a letter writing campaign. They called a while later to explain that the cones are a hazard on the path and the path is meant for cyclists and pedestrians. I just want it in writing....     Rate post 174432 !
